The LGBTQ Commission is an official city advisory board. One of their prime directives is to work with city agencies to advance the community's interests. SDOT is a city agency. Maintaining the rainbow crosswalks is one of the community's interests.
So why do they need the Twittersphere to act as an intermediary with those city agencies? Why can't they contact SDOT directly? That would seem to be their job.
